The could not send the staffmembers (chloe etc) to a global ctu
office because, what would happen with them in season 7...
(on the other hand, if that happens 24 could be shifted to any other city)

There was all kinds of talk about not having it "in LA" this season, but it looks like that's going to be a steaming pile. They're in LA for at least a section of what's going on in this next season.

I'm pretty sure that CTU will serve as a base point where everything is carried out. It has been so for all the past seasons, and I don't see why they would change it now. It would be harder to have a HQ moving around.

Maybe they could make base in LA and just have people al around the world. I mean they are an anti terrorism organisation they have to have the resources for world wide distribution, if you will.
